She'd be pretty young if the Old Timer is alive; she was about, what, 15? 16? when Ollie took her in, which was about five years after Mosaic according to the Unauthorized Chronology of the DCU (http://dcu.smartmemes.com/index.html). Less than that, doubtless, in official time, though, and I don't think we *know* when she started out as a prostitute...
Mosaic would be a fairly good time for fic about a child!Mia, although she would have had to have been somewhere *other* than Star City at the time and there'd have to be an explanation for why she hasn't mentioned being there to Ollie by now. Also, I'm not sure how much time opportunity would have been the creation of the Mosaic and the death of the Old Timer for interaction--although she could also have been in one of those cities when the Old Timer was traveling around with Ollie and Hal (which is certainly implied in Mosaic to be the only time he was on Earth) and have encountered him as an even younger child...
Alternately, a lot of the Old Timer's personality was absorbed into John Stewart. I'm not sure how much of it retains for how long, but there'd be a lot more opportunity for her to meet John, and he could access that personality for some reason while she was there...
.....then, of course, there's always resurrection. Death isn't all that permenent in the DCU :).
