1. Even without the dire energy situation, Megatron would have gotten bored ruling Cybertron in a year or so, taken off to conquer something else, and left Shockwave in charge. He's very glad he has a Shockwave to do this with.
2. He's ruled the Decepticons almost continuously for nine million years (well, five, really, although even during his time in stasis Shockwave was ruling in his name). Whatever else is going on there, he can afford to keep Starscream (and the triple changers, and the Combaticons, and whoever else) online because he doesn't feel seriously threatened by them.
3. He is probably interfacing with Soundwave as well as Starscream and (when he's around) Shockwave. (What can I say? I like Decepticon High Command Orgies. Although this one isn't an orgy so much, since having Starscream in the same berth with either of the other two is usually more trouble than it's worth. Soundwave and Shockwave work well together, however.)
4. He's the Constructicons' creation, although none of them mentions this very often. Partly because this just doesn't mean as much to Transformers as it would to us, and partly because the relationship has frequently been strained over the past > 9 million years.
