1. He's a very ordinary low-level Decepticon in a lot of ways--cowardly, petty, likes power but only if it's not too much effort or danger, likes hurting Autobots and occasionally other 'cons, but generally isn't going to bother unless there's a good opportunity or a good reason.
This makes him a huge contrast to Galvatron and Cyclonus.
2. He's loyal to Galvatron, and perhaps more loyal to Cyclonus, who's less likely to shoot him for no good reason. This is partly out of affection and respect, and partly because the rest of the world associates the three of them anyway, so he knows he's likely fucked if the other two fall.
He will, nonetheless, periodically forget this when you hand him something shiny or threaten his life convincingly.
3. He's usually the one who has to deal with Cyclonus after Cyclonus has just had a bad day with Galvatron. It's usually worth putting up with this for the protection Cyclonus provides him on other occasions, and the clear advantages of having a saner and less-stressed 2IC. Plus, he does like Cyclonus, as crazy as he is. It doesn't always seem worth it at the time, however.
4. He buds the Sweeps. It's difficult and messy and embarrassing and he doesn't talk about it at all. The only one who knows is Cyclonus, who helps out, when he's not helping Galvatron get them destroyed.
